DA Chief Whip, Siviwe Gwarube, says the address is an insult to South Africans.
She says Ramaphosa is just buying time ahead of the 55th ANC elective conference in December.
President Cyril Ramaphosa confirmed that the government has recovered R2.9bn stolen through state capture during his address on Sunday.
So far, over 160 people have been implicated and have made appearances in court.
The President says recovered funds are being redirected to affected state-owned entities.
