Toddler Drowns in Open Drain in Cape Town

A one-year-old boy has drowned after falling into an open municipal drain in Samora Machel, Cape Town, sparking outrage and calls for accountability over safety at municipal construction sites.

The incident occurred on Saturday, 31 October 2026, along Hintsaka Pahlo Street, where a contractor had reportedly been working on a damaged sewer line.

According to Daily Voice, emergency services and police were alerted to the incident at approximately 4:46pm.

Child declared dead at hospital

Western Cape police spokesperson Lieutenant Colonel Frederick van Wyk confirmed that the toddler was found unresponsive in a pool of water.

Another child reportedly pulled the boy from the water before he was rushed to a nearby hospital, where he was declared dead.

Police have opened an inquest docket and a post-mortem examination will be conducted to confirm the exact cause of death.

Concerns over construction site safety

According to Eyewitness News, the Movement for Collective Action and Racial Equity (Movement for CARE) claims the drain had remained exposed since construction work began in August.

The organisation alleges that the site was not properly secured, despite being located near residential homes.

Ward 33 councillor Lungisa Somdaka confirmed that a contractor had been appointed to repair a sewer line following a collapsed manhole.

Following the toddler’s death, construction workers were reportedly seen securing the area and filling the trench on Monday.

City responds to tragic death

City of Cape Town Mayoral Committee Member for Water and Sanitation, Zahid Badroodien, expressed condolences to the child’s family.

However, he declined to comment on the contractor’s responsibilities or safety measures while police investigations continue.

Badroodien confirmed that the City is cooperating with authorities.

Activists demand accountability

Movement for CARE has called for an independent investigation into the incident, including whether safety measures were followed and municipal inspections were conducted.

The organisation says it is supporting ten families whose children have died in incidents involving unsafe public spaces.

It is also calling for safer playgrounds, inspections of hazardous public areas and stronger measures to protect children.

The toddler’s death has renewed concerns about public safety in Cape Town’s communities, particularly where construction sites are located close to homes.

Meanwhile, the child’s family has reportedly requested privacy as they mourn their loss.
