TK Nciza and DJ Sbu named in explosive Ekurhuleni corruption testimony

Suspended head of Legal and Risk Services for the City of Ekurhuleni, Advocate Kemi Behari, has told the Madlanga Commission that businessman and former ANC Gauteng provincial secretary Thembinkosi “TK” Nciza and Radio 2000 presenter Sbu “DJ Sbu” Leope were allegedly implicated in corruption linked to the municipality.

Behari made the claims while explaining to the commission why several high-profile investigations within Ekurhuleni appeared to stall just as they began to gain momentum.

According to his testimony, some cases were halted under intense pressure, despite what he described as credible concerns and evidence.

He cited the matter of a senior manager, Mojapelo, as one example, telling the commission that the case against the official was eventually settled after what he characterised as “extreme pressure” from above.

Behari said this pattern raised serious questions about interference in disciplinary and investigative processes.

The testimony took a sharper turn when Behari alleged that evidence pointed to well-known figures, including TK Nciza and Sbu Leope, as having benefited from certain situations connected to Ekurhuleni corruption.

He told the commission that the moment he suggested the two be called in to account, his own head of department abruptly shut the case down.

Behari’s credibility has, however, also come under scrutiny.

He is facing allegations that he received a R600,000 “loyalty bonus” to ensure that a disciplinary case against suspended deputy police chief Julius Mkhwanazi failed to progress.

Those claims were also raised before the commission as part of efforts to test the reliability of his testimony.

The Madlanga Commission continues to hear evidence as it probes allegations of corruption, political interference and the alleged protection of powerful individuals within the City of Ekurhuleni.
