South Africa Blocks Holocaust-Denial Documentary

South Africa’s Film and Publication Board (FPB) has refused classification to the US-produced documentary Hebrews to Negroes: Wake Up Black America, preventing it from being lawfully distributed in the country.

According to CapeTownEtc, the regulator found that the film promotes antisemitism, Holocaust denial and harmful conspiracy theories about Jewish people.

The decision means distributors must remove the documentary from platforms in South Africa. The ruling goes beyond an age restriction because content that is refused classification cannot be distributed in contravention of the Films and Publications Act.

Why the FPB refused classification

The FPB said the documentary crossed the line into hate speech and incitement to cause harm.

Among the material highlighted by the regulator was language describing Jewish people as “parasites among the nations”. The board said this kind of language dehumanises a group of people and has historically been linked to discrimination and violence.

The documentary also rejects the historical reality of the Holocaust and promotes claims that Jewish people secretly control institutions such as the media, banking and education.

According to the FPB, the film failed to meet the standard expected of a bona fide documentary because it did not provide an informed and historically accurate account.

Complaint followed Soweto screening

The complaint was lodged by the South African Jewish Board of Deputies after the film was screened at the Soweto Theatre in June 2023.

The film’s producer, Ronald Dalton Jr, was given an opportunity to respond during proceedings in June 2024. The refused-classification decision was announced in January 2026.

The documentary runs for more than three hours and challenges the identity of modern Jewish people while promoting conspiracy theories about Jewish power and influence.

What the ruling means

Under South Africa’s Films and Publications Act, knowingly distributing prohibited material of this kind can result in a fine of up to R150 000, imprisonment for up to two years or both.

CapeTownEtc notes that the ruling relates specifically to prohibited distribution and related conduct. It should not automatically be interpreted as making private possession a separate offence under these provisions.

The FPB’s decision focuses on the content of the documentary itself, including Holocaust denial, dehumanising language and claims targeting Jewish people as a group.
