SA’s R10 Billion Fuel Plan Could Cut Costs at the Pumps

South African motorists could soon benefit from a proposed R10 billion fuel price intervention after Parliament’s Standing Committee on Appropriations adopted a key report on Thursday, 8 October 2026.

The proposal aims to protect consumers from rising fuel costs and sudden price increases linked to the ongoing conflict in the Middle East.

However, the funding has not yet received final parliamentary approval and motorists should not expect an immediate reduction in fuel prices.

How will the R10 billion fuel plan work?

According to Cape Town Etc, the committee adopted its report on the Second Special Appropriation Bill, bringing the proposed intervention a step closer to approval.

The Bill would allow government to withdraw R10 billion from the National Revenue Fund and transfer it to the Department of Mineral and Petroleum Resources.

The funding would be used to stabilise fuel costs and protect consumers against unpredictable price fluctuations.

Finance Minister Enoch Godongwana initially tabled the Bill on 31 July 2026 before it was referred to the committee on 4 August.

Parliament wants lower fuel prices before December

Committee chairperson Dr Mmusi Maimane has called for the proposed funding to provide meaningful assistance to South Africans struggling with fuel costs.

Maimane said the funds were already available and should be used to reduce prices before the festive season.

The committee also stressed that the R10 billion must achieve its intended purpose rather than simply being allocated without measurable results.

Detailed expenditure reports would be required to show how the funding is spent.

Government must prepare for future fuel price increases

Beyond the immediate proposal, the committee wants government to improve its response to future fuel price increases.

It recommended that the Finance Minister and the Minister of Mineral and Petroleum Resources ensure their departments report to Parliament on potential fuel price shocks.

These reports should also explain when fuel price interventions and levy measures could be introduced to protect consumers.

When could motorists see lower fuel prices?

Despite the committee’s decision, the R10 billion intervention has not yet been finalised.

The report must still be scheduled for debate in the National Assembly.

No confirmed implementation date or specific reduction per litre has been announced.

Until further parliamentary decisions are made, South Africans will have to wait to see whether the proposed intervention translates into lower prices at the pumps.
