The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (CoGTA) has filed a new application with the Pietermaritzburg High Court to remove Nhlakanipho Zulu as acting municipal manager of the Nongoma Local Municipality.
The department claims Zulu lied about his experience to get the job and that his past makes him unfit to run a municipality with financial problems.
CoGTA included a report from Inkazimulo Consulting in their court papers. This report found issues with how Zulu handled tenders at Mpofana Municipality, from which he resigned before disciplinary action could be taken.
“It is clear from the … report that the CV of the Third Respondent (Zulu) contained numerous misrepresentations, which demonstrate that he does not possess the necessary qualifications, skills, expertise and competence to be appointed as the acting Municipal Manager,” the court papers state.
“More importantly, due to the numerous financial irregularities that took place under his watch at Mpofana Local Municipality, he is clearly not a fit and proper person to be appointed acting Municipal Manager, especially in light of the various financial challenges faced by the First Respondent (Nongoma).”
In one case, Zulu claimed he was once the acting municipal manager at Umkhanyakude District Municipality.
However, when CoGTA checked, they found that he had only acted as general manager for technical services.
Zulu and others named in the case, including Mayor Clifford Ndabandaba and Speaker Babongile Mnyandu, have yet to respond.
