Mogalakwena Municipal Manager Breaks Down in Tears After Bail Denial

Mogalakwena Local Municipality Municipal Manager Morris Maluleke, 43, broke down in tears after the Mokopane Magistrates’ Court denied him bail on Tuesday, 27 October 2026.

Maluleke faces charges of fraud, corruption and money laundering linked to alleged irregularities involving a municipal fleet management tender. He was arrested by the Hawks on 7 October.

The State alleges that Maluleke authorised payments totalling approximately R24 million for a fleet contract initially valued at about R4 million. Investigators also uncovered alleged kickbacks of R230,000 linked to an account associated with him.

The State opposed bail, arguing that Maluleke could interfere with witnesses and ongoing investigations. The court agreed, finding that he had failed to prove, on a balance of probabilities, that he should be released on bail.

Maluleke remains in custody, with the matter postponed to 3 November 2026 for further investigation. The allegations have yet to be proven in court.
