Mkhwebane Urges Top Parliament Officials To Implement Measures To Control Party Spending

Busisiwe Mkhwebane, the Public Protector, has called on Parliament’s presiding officers to implement control measures to regulate how political parties spend money allocated to them by the National Assembly.

This follows her investigation into a tender awarded to Pemmy Majodina’s son, Mkhonto weSizwe, the ANC’s parliamentary chief whip.

Mkhwebane established that, despite the fact that the tender was paid for with money allocated to the ANC caucus in Parliament, she could not find against Majodina because Parliament has yet to implement laws governing the use of funds by political parties.

Mervin Dirks, an MP from Majodina’s own political party, the ANC, reported her to the Public Protector. Dirks accused Majodina of gross nepotism and disrespect for public office after her son received an R52,500 tender to supply PPEe thermometers to the ANC’s constituency offices.

“It is now 13 years later and Parliament has not yet passed the regulations as contemplated by the FMPPLA,” Mkhwebane said.

Mkhwebane stated in a report released on Tuesday that she lacked the authority to investigate the ANC’s affairs.

She did, however, say that the National Assembly needed to implement the Financial Management of Parliament and Provincial Legislatures Act (FMPPLA), a piece of legislation passed in 2009 to regulate political party spending.

She has given Nosiviwe Mapisa-Nqakula, Speaker of the National Assembly, and Amos Masondo, Chairperson of the National Council of Provinces, 190 days to ensure that the act is implemented.
