Ekurhuleni Council dismisses Khemraj Behari, Linda Gxasheka and Moloko Monyepao over misconduct
The City of Ekurhuleni Metropolitan Municipality Council has resolved to dismiss three senior officials, former Head of Legal Services and Risk Advocate Kemi (Khemraj) Behari, former Head of Human Resources Linda Gxasheka, and Chief Information Officer Moloko Monyepao following findings of misconduct after disciplinary proceedings.
Mayor Nkosindiphile Xhakaza confirmed the dismissals, stating they form part of the metro’s commitment to consequence management. The findings relate to ICT mismanagement, salary irregularities, and matters linked to the Madlanga Commission of Inquiry.
Behari and Gxasheka had been suspended (initially precautionarily in late 2025, later upgraded) over allegations that they shielded then-EMPD deputy chief Julius Mkhwanazi from disciplinary action. This followed Independent Police Investigative Directorate (IPID) recommendations after claims that Mkhwanazi irregularly granted private security vehicles linked to businessman Vusimuzi “Cat” Matlala unauthorised access to police blue lights. The pair were also linked to irregular salary increases of roughly 28% (R600,000 each). Both were among officials arrested earlier in July 2026 in connection with related corruption probes.
Monyepao had been on precautionary suspension since April 2025 amid alleged billing system irregularities estimated to have cost the municipality around R2 billion. He made multiple unsuccessful court attempts to halt his disciplinary process.
The council authorised the City Manager to terminate their employment relationships. Xhakaza emphasised the city’s determination to strengthen accountability and restore public trust.
