PERMANENT POSITIONS
Appointment Requirements:
• Grade 12 / NQF level 4 is required plus Tour guide Certificate.
• One (1) years’ experience in a museum setting or similar environment.

Primary Function: Conduct guided tours of exhibitions. Assist with special programme and events. Assist with daily maintenance of exhibitions. Assist with monitoring and evaluation of the effectiveness of the museum exhibitions and education programmes for the museum and galleries visitors.

Group Risk and Assurance Services Specialist: Performance Information
R40 422.86 pm (basic salary excluding benefits)

Appointment Requirements:
Primary Function: To implement multi performance audit and performance information audit engagement which run parallel within a certain portfolio, by:
• Reviewing management measures within multiple projects to ensure effectiveness, value for money and / or efficiency within the municipality.

• Assessing the performance of municipality programmes, projects and departments, including their efficiency, effectiveness and economy, based on compliance with relevant legislation, best practices and other criteria.

• Assisting in developing recommendations for improvement and preparing components of the final report to various municipal oversight committees.

Key Performance Areas: Implementing and evaluating multiple audit engagements projects to meet strategic objectives of GRAS department and ultimately those of the City. Assist the Assistant Director (Senior Specialist / Audit Manager) to manage staff within the multiple audit projects. Assist in liaising with internal stakeholders.
Leading Competencies: Attention to details, Customer relationships, analytical, Commination; Team player; leadership and Management.

A minimum bachelor’s degree /B Tech in accounting or in internal auditing or related field / NQF
level 7.
Proficiency with various computer applications
Be a member of Institute of Internal Auditors South Africa (IIASA)
Driving license and access to a vehicle essential (post holder will be expected to visit the council’s
sites, often at short notice).

Knowledge of performance audit and performance information audits.
The incumbent is required to undertake sophisticated performance audit and performance
information audit assignments.
Minimum 5 years’ extensive experience in performance audit and performance information audit.

Extensive knowledge and experience of local government
Experience in assessing adequacy and effectiveness of risk management.
Experience in quality assurance reviews, project management, Human Resources and Finance management
Knowledge of Group Integrated Assurance Framework, Combined assurance model and Integrated Internal Control Framework

Proficient in Data Analytics.

R45 213.14 pm (basic salary excluding benefits)

Appointment Requirements:
• A Bachelor’s degree in Social Science or Monitoring & Evaluation qualification (NQF level 7);
• 6 years relevant experience in Strategic Planning, Performance Monitoring and Evaluation as well as reporting value chain processes

• South Africa Monitoring and Evaluation Association (SAMEA) membership or other professional
relevant bodies will be an added advantage.
• Proven track record of assisting in the facilitating or coordination of a strategic support service.

• Experience in supervising multiple, diverse service functions simultaneously with a strong team
leadership skill.
• Experience compiling and managing budgets required related to the function
• Previous experience in various spheres of Government Policy, Legislation and protocols.

Primary Function: Draft departmental performance business plan, give input into the City’s Integrated Development Plan (IDP), guide various units to develop unit specific perfomcne plans. Monitor, evaluate and draft performance reports on the implementation of the GFIS’s strategic plans (IDP) including Services Delivery Business Implementation Plan (SDBIP) programmes / projects to ensure the achievement of COJ priorities, vision and mission.

Ensure that GFIS implements all planning and performance management related policies, standard and guidelines that are line City’s legislative requirements.
Key Performance Areas: Assist in the Departmental strategic planning process. Performance monitoring and evaluation coordination. Compilation and consolidation of the department’s performance report. Implementing departmental Individual performance management and reporting processes.

 

Coordination of Research and Development as well as other identified Departmental projects related to the function. Risk identification and mitigation action associated with planning and performance monitoring & evaluation process. Coordination of training requirements associated with planning and performance monitoring & evaluation.

Leading Competencies: Strategic Management, People Management, Stakeholder Management and Decision Making and Project Management.
Core Competencies: Attention to detail and high levels of accuracy and excellent planning, organising and time management skills. Good problem-solving skills and information gathering skills. Excellent verbal, written and communication skills. Ability to work independently with minimal supervision.
