Lifeline for ZEP holders as Minister Schreiber extends permits for 18 months

Zimbabwean nationals residing in South Africa have been granted an 18-month reprieve after the government extended the validity of the Zimbabwean Exemption Permits (ZEP).
Home Affairs Minister, Dr Leon Schreiber, announced the extension, pushing the expiry date from the imminent 28 November to 28 May 2026.
The decision, formalised in Immigration Directive No. 21 of 2025, grants this temporary lifeline while the government works to finalise a long-term immigration policy for ZEP holders.
According to the Minister’s directive, the Immigration Advisory Board, which commenced operations in April, is currently undertaking consultations to establish a sustainable solution.
Crucially, the directive confirms that ZEP holders will not face arrest, deportation, or detention solely for lacking a valid exemption certificate during this period.
Furthermore, ZEP holders are now permitted to enter and exit South Africa freely, provided they meet all other immigration requirements.
They can also apply for alternative visa categories without being compelled to show a valid ZEP or special authorisation letter.
