Police are investigating several allegations of brutality involving members deployed under Operation Prosper in Cape Town.
The complaints include alleged assault, intimidation and damage to residents’ property. They reportedly involve police officers and South African National Defence Force soldiers operating in Elsies River.
In one incident, a man was allegedly beaten until he lost consciousness. The circumstances surrounding the reported assault now form part of the wider police investigation.
The allegations have raised fresh concerns about how joint police and military operations are conducted in communities already struggling with violent crime.
Operation Targets Violent Crime
Operation Prosper was launched to strengthen law enforcement in high-crime areas. Soldiers were deployed to support the South African Police Service in its fight against gang violence and other serious crimes.
Hundreds of soldiers have been stationed in crime hotspots across the Western Cape since the operation began in April 2026.
Residents in Delft, Mitchells Plain, Hanover Park and Elsies River have previously made allegations of assault during joint operations involving police and soldiers.
The latest complaints suggest concerns around the conduct of deployed members have not been resolved.
Questions Over Accountability
The growing number of allegations has placed the operation’s oversight mechanisms under scrutiny.
The Independent Police Investigative Directorate investigates misconduct involving police officers. However, it does not have authority to investigate members of the SANDF.
This has created uncertainty over which independent body is responsible for investigating complaints against soldiers during joint deployments.
SAPS and the SANDF introduced dedicated contact numbers in May for residents to report alleged misconduct by members participating in Operation Prosper.
Police have not publicly disclosed the total number of complaints received or how many investigations have been completed.
Police Investigation Continues
No findings have been announced in connection with the Elsies River complaints.
The allegations remain unproven while police investigate the reported assaults, intimidation and property damage.
The investigation will be closely watched by communities that welcomed additional security support but expect deployed officers and soldiers to operate within the law.
