The Madlanga Commission of Inquiry has heard how procurement manipulation may have channelled up to R2.9 billion to private security companies.
This was revealed by Tshwane Metro Police Department (TMPD) chief Yolande Faro, who, during her explosive testimony, detailed alleged large-scale corruption within the department.
Faro said she uncovered what she described as a clear system of siphoning money linked to criminal activity within the department.
The allegations centre on a long-running security tender dating back to 2016, plagued by irregularities, missing documents, and ongoing legal disputes.
Among the beneficiaries is Gubis 85 Solutions, which allegedly received over R59 million for ad-hoc services in the 2024/25 financial year.
Other companies implicated include Zingwenya 210 Investment CC and Triotic Protection Services, which is reportedly linked to Deputy Mayor Eugene Modise.
Yolande Faro said she intervened after discovering irregular procurement.
However, payments reportedly continued despite her directives, pointing to a breakdown in oversight and compliance.
The commission further heard that Faro expects backlash and possibly even sabotage from the private security industry for cutting the city’s watchmen services budget. Watchmen services refer to the money the municipality spends on protecting its critical infrastructure.
Faro said these tenders are awarded to politically connected individuals and have been abused, much to the city’s financial detriment.
